The Problem

“Rent Court,” the division of District Court of Maryland for Baltimore City that is tasked with balancing landlords’ rights to collect rent, with protecting renters’ rights to safe and habitable housing, is broken. A 2015 report by the Public Justice Center and Right to Housing Alliance based on a year-long study of the Rent Court shows that court processes and efficiencies divert renters from deserved justice, putting tens of thousands of Baltimore families at risk of eviction each year.
